Statutory Funding for Residential Addiction Treatment

UK Addiction Treatment Centres (UKAT) is one of the United Kingdom’s leading providers of CQC-registered residential detox and rehabilitation, operating a national network of treatment centres with over 300 beds.

Our statutory services team exists to support local authorities, NHS commissioners, integrated care boards, community drug and alcohol services, and third-sector organisations in accessing safe, structured residential treatment for individuals with complex needs. We provide clear referral routes, consistent clinical governance, and dependable placement capacity, specifically built for a system facing sustained demand and increasing complexity.

Who we are

UKAT has been supporting people through addiction recovery for over a decade. Each of our residential centres is registered and inspected by the Care Quality Commission, and consistently rated for safety, effectiveness, and quality of care.

We currently work in partnership with more than 50 statutory and third-sector organisations. Our dedicated statutory services team provides a single, accountable point of contact across every stage of the placement process, from referral and clinical screening through to progress reporting, discharge planning, and aftercare coordination, reducing administrative burden and supporting continuity of care throughout.

We understand the pressure commissioners face in securing timely, appropriate placements. Our role is to make that process straightforward: regulated provision, clear accountability, and a consistent partner you can rely on across the full treatment pathway.

Who We Work With

UKAT has established working relationships with numerous statutory and third-sector organisations across England and Wales. Our referral network spans every region, enabling commissioners and treatment providers to access residential detoxification and rehabilitation services through a trusted and established pathway.

We work collaboratively with a broad range of organisations involved in the assessment, funding, referral and ongoing support of individuals affected by substance use disorders, including:

  • NHS Integrated Care Boards (ICBs): Supporting commissioners responsible for planning and funding healthcare services, including access to specialist residential addiction treatment where clinically appropriate.
  • Tier 4 Residential Funding Panels: Working with funding panels to provide the clinical information, treatment recommendations and placement options required to support funding decisions for residential detoxification and rehabilitation.
  • Local Authority Drug and Alcohol Commissioners: Partnering with local authorities to help meet regional treatment needs, improve access to residential care and support individuals with complex presentations who require intensive intervention.
  • Community Drug and Alcohol Treatment Providers: Collaborating with community services to facilitate smooth transitions into residential treatment, maintain continuity of care, and support reintegration into local recovery services following discharge.
  • Social Workers and Keyworkers: Providing clear communication and regular progress updates to professionals managing complex cases, ensuring treatment plans remain aligned with wider care objectives and safeguarding considerations.
  • Probation and Criminal Justice Services: Supporting individuals whose substance use is linked to offending behaviour by providing structured treatment programmes that can contribute to improved health, wellbeing and long-term recovery outcomes.

Key Referral Partners

UKAT maintains deep, long-standing relationships with some of the UK’s largest addiction treatment and support organisations. The below highlights two of our most established referral partnerships:

  • CGL (Change Grow Live): An approved provider on the CGL national framework, with referrals received from over 25 CGL services nationwide spanning nearly a decade, and 2025–2026 representing our strongest years to date.
  • Waythrough: A relationship spanning over 10 years across Waythrough’s subsidiary and legacy service names, with all referrals representing statutorily funded placements within publicly commissioned treatment pathways.

Statutory Funding Routes

UKAT accepts placements under a range of commissioning and funding arrangements, designed to accommodate both one-off referrals and longer-term partnership arrangements. We work with referrers at every stage of the placement process, from initial enquiry through to formal contractual agreements, and our statutory services team is available to guide you through whichever route best suits your organisation’s needs.

Spot Purchase
The simplest and most flexible route for organisations making referrals without a pre-existing agreement in place. Individual placements are funded on a case-by-case basis, making this route suitable for one-off or infrequent referrals where no advance commitment is required. There is no minimum volume, and no existing agreement is required before a referral can be made.

Assessment and admission can typically be arranged within 72 hours of first contact, subject to clinical suitability. Our admissions team will guide the referring professional through each step, from initial screening through to confirmation of placement.

Block Booking
Designed for organisations that refer regularly and want the reassurance of guaranteed access to bed capacity. Allocated beds are reserved over a defined period, reducing administrative burden, providing greater placement certainty, and ensuring more consistent access for your service users when the need arises.

This route is particularly suited to community drug and alcohol services, local authority commissioners, and ICBs with regular or anticipated referral volumes. Contact our statutory services team to discuss capacity requirements, timelines, and terms.

Framework Agreements
The most structured option, providing a formal contractual basis for organisations seeking a long-term, accountable provider relationship with UKAT. Framework agreements can be established with local authorities, NHS Integrated Care Boards, and other statutory commissioning organisations and can include defined reporting requirements, agreed escalation protocols, review cycles, and information-sharing arrangements.

For organisations that already hold an ISA with UKAT, a framework agreement provides the next tier of formalised partnership. Existing agreements with a number of commissioning bodies are in place and available as a reference point on request.

Urgent Admissions
For situations where clinical need cannot wait, UKAT’s admissions team prioritises urgent cases and can facilitate same-day and next-day admissions where capacity allows. For urgent detox requirements, Oasis Bradford is our designated urgent admission facility, providing 24/7 nursing and professional inpatient care for complex and high-acuity presentations.

For urgent enquiries, please contact our admissions team directly by phone rather than through the online referral form, to ensure the fastest possible response.

The Referral Process

UKAT’s admissions team manages the referral process end-to-end. The process is designed to be straightforward for referrers, clinically rigorous, and responsive to urgency. From first contact through to discharge, you will have a named point of contact and clear communication at every stage.

1. Initial Contact — 7 days a week
The process begins with a single call or email, no lengthy forms or pre-authorisation required. Contact the UKAT admissions team by phone or email at any point, seven days a week. Urgent placements are prioritised from first contact. The admissions team will take initial referral details, confirm next steps, and advise on the most appropriate facility for your client’s needs.
2. Assessment — within 24 to 48 hours
Once initial details have been received, a comprehensive clinical assessment is arranged promptly to establish suitability and identify the right level of care. The assessment is conducted by telephone or face to face, and covers substance use history, mental and physical health, risk, safeguarding, and previous treatment history.
3. Admission Decision — within 72 hours of assessment
Following the assessment, a clear decision is communicated quickly so that referring professionals can plan accordingly. The outcome is communicated to the referring keyworker within 72 hours. If accepted, the admissions coordinator confirms the facility, admission date and time, and any specific pre-admission requirements.
4. During Treatment — regular progress updates
Once a client is admitted, referring organisations are kept informed throughout the placement so there are no gaps in oversight or continuity of care. Progress updates are provided at six-week intervals as standard. In the event of any significant change in clinical status or safeguarding concern, immediate contact is made with the referring professional.
5. Discharge — advance notification as standard
Discharge is managed with sufficient notice to support a smooth transition back into the community and onward care planning. Discharge notification is issued on or before the service user’s discharge date, with full discharge documentation and NDTMS-compliant reporting provided as standard. Onward referral support into community services is arranged where appropriate.

Every referral is handled by our dedicated statutory services team, who understand the pressures facing commissioning and frontline organisations. We aim to make each placement as straightforward as possible, from first enquiry to final discharge summary.

What Commissioners and Referrers Receive

Our commitment to referring organisations doesn’t end at admission. Throughout the placement and beyond, you will receive structured communication, clinical oversight, and full discharge support as standard.
